      Abalone aquaculture for stock enhancement and community livelihood project in northern Palawan, Philippines

      One of the interventions to feed the poorest of the poor fisheries sector in the country is the provision of livelihood in the form of mariculture of high value marine species. In the Philippines, livelihood in rural areas is largely linked to resource depletion, hence it is wise not only to provide livelihood to the community but also to encourage them to conserve and enhance the resources. As part of the revised R&D program, the Western Philippines University partnered with NGO and existing projects to embark on a community-based environment-concerned livelihood project, using hatchery bred abalone, although top shell was also considered for stock enhancement. This is in an on-going project thus, preliminary phases such as abalone production and cage-based grow-out as well as subsequent project plans will be discussed. The objectives of this study were to: (a) share the implementing experiences in this project, (b) identify success and failure drivers of the project, (c) explain the conceptual framework for the MPA-based stock enhancement to be used in this project, and (d) give recommendations to improve the implementation and ensure the success of the project.

      The following activities have thus far been conducted: (a) development of criteria for cage micro-site selection; (b) writing of proposal and provision of financial assistance for hatchery juvenile production through a partnership MOA; (c) presentation of site survey results to beneficiaries and stake holders; (d) conduct of trainings on abalone grow out culture to POs; (e) development and improvement of training module; (f) signing of conservation agreement; (g) giving of cage materials and juveniles to people s organizations; (h) on site coaching; and (i) partial monitoring. The next activities include improvement in juvenile production, conduct of researches on abalone nutrition, and development of market and value chain flow analysis. The conceptual framework for community-managed stock enhancement will follow that of the Department of Environment and Natural Resources-ICRMP, of which the stock enhancement project is anchored on the management of marine protected areas or MPAs.

      The steps in all the activities were documented and while the project was in progress, performance of the participants in training were measured, the training module was improved, the training approaches were revised according to needs, and the growth and survival of juvenile abalone were monitored. The problems identified were low production of juveniles, insufficient food for grow-out, political squabbles, social preparation, and delay in implementation schedule. Recommendations to improve or resolve the problems encountered were also presented in this paper.

      Application of the United States Soybean Export Council program's soy-optimized floating feeds and low volume, high density cage aquaculture technologies

      The United States Soybean Export Council s (USSEC) Soy-In-Aquaculture (SIA) project in the Philippines introduced the Low Volume High Density (LVHD) cage culture production methodology in 2003. The aim of this technology is to maximize farmers profit, improve productivity, reduce feed conversion ratios (FCR) and limit environmental degradation. The Philippine fish farmers were very conservative and hesitant about adopting the USSEC SIA Low Volume High Density (LVHD) cage culture technology, particularly the new feeding techniques using extruded floating feeds. This conservative attitude was highlighted with different projects using Nile tilapia (Oreochromis niloticus), milkfish (Chanos chanos) and snubnose pompano (Trachinotus blochii) in USSEC SIA LVHD cage feeding demonstrations conducted in different commercial farms in the Philippines.

      Aqua-mangrove integrated farming: shrimp and mud crab culture in coastal and inland tidal flats with existing reforested or natural growth of mangroves

      Throughout the tropics, mangroves are being destroyed at an increasing rate for the development of aquaculture ponds. In the Philippines, for instance, mangroves were about 400,000 to 500,000 ha in 1918 but were reduced to 100,564 ha in 1987. On the average, about 3,500 ha of mangroves are lost every year in the country to accommodate the aquaculture industry (Baconguis et al., 1990). Loss of mangroves means loss of habitat, fishery, income, and livelihood for many coastal inhabitants. The annual catches of major fishing grounds in the Philippines were positively correlated with the areas of existing mangroves (Bagarinao, 1998). Restoration programs of the government such as mangrove reforestation and afforestation were attempted but could not catch up with the unending destruction. An alternative source of income which is directly supportive of resource management was therefore proposed to mitigate ecosystem degradation with the fisher communities in mind.

      Fishing villages in the Philippines are generally located in the fringes of arable land along coastal plains and are dependent on fishing as a source of income. The common denominator of these villages is the presence of large areas of tidal flats with existing mangroves. To utilize the aquaculture potential of these mangroves, aqua-mangrove integrated farming development projects were introduced to provide alternative livelihood for the fishers in the village. This integrated approach to conservation and utilization of mangrove resource allows for maintaining a relatively high level of integrity in the mangrove area while capitalizing on the economic benefits of brackishwater aquaculture. The projects took off from the concept of co-management, that is, taking into account the partnership between the local community, the local government unit, and the SEAFDEC Aquaculture Department (SEAFDEC/AQD) in the management of the project.

      Aquaculture development and sustainability in Southeast Asia

      Countries in Southeast Asia still display a vivid spectrum of developmental stages in aquaculture, the most and the least developed seen in contiguous areas despite geographic similarities. The Network of Aquaculture Centres in Asia-Pacific is actively involved in the development of aquaculture in the region, approaching it from a holistic viewpoint by integrating issues in environment, resource management, and socioeconomics into its program of work. Constraints related to site, inputs, and markets have assumed more importance in many countries, but transfer of technology is still the problem in about half the region. More intense culture systems, especially shrimp pond and fish cages, have resulted in serious problems of self-pollution, which affects the industry's own sustainability. A recent FAO-NACA regional study indicated that non-aquaculture sectors such as industries, agriculture, urbanization, and tourism have serious impacts on aquaculture, but there is little evidence that aquaculture is seriously affecting non-aquaculture sectors. Sustainability of aquaculture has to be considered along with economic and environmental sustainability. It appears from examples in the region that aquaculture that seriously damages the environment is economically unsustainable. Various constraints that impinge on the sustainability of aquaculture in the region are discussed.

      Aquaculture development in Malaysia

      Malaysia is a fish-consuming country with fish representing 60% of a total animal protein intake. At an annual per capita consumption of 32 kg some 560 000 mt of fish is required for the projected of 17.5 million people in year 2000.

      Coastal marine capture fisheries, the mainstay of Malaysia's fishsupply, has not shown any increase in landings over the last few years. In fact in 1985 there was a decline of 3.7% compared to 1984 fish landings. This declining contribution of marine fisheries is compensated by an increase in aquaculture production. In 1985, aquaculture contributed 51 709 mt to the total fish supply. This represents 10% of the total fish landings of 514 570 mt or 13% of total table (edible) fish landings.

      Malaysia does not have a long standing aquaculture tradition unlike its neighbours in the Indo-Pacific. Even then, the industry has seen rapid growth in the last few years. Today there are 19 species of finfishes, crustaceans and shellfish cultured in the country. The main freshwater fish species bred and cultured are bighead carp (Aristichthys nobilis), grass carp (Ctenopharyngodon idella), common carp (Cyprinus carpio), Indonesian carp (Punctius gonionotus), catfish (Clarias macrocephalus and Pangasius spp), snakefish gourami (Trichogaster pectoralis) and tilapia (mainly Oreochromis niloticus). Marine finfishes bred and cultured are sea bass (Lates calcarifer), grouper (Epinephelus sp.) and snapper (Lutjanus johni). Penaeus monodon is the dominant marine prawn species bred and cultured but culture of P. merguiensis is receiving considerable interest. Macrobrachium rosenbergii is the only freshwater prawn cultured commercially. Molluscs cultured are the blood clam (Anadara granosa) and the green mussel (Perna viridis).

      In 1985, blood clam and mussel culture accounted for 87% of all aquaculture production of Malaysia, freshwater fish 12%, floating cage culture of marine fish 0.7% and brackishwater pond culture 0.3%. In terms of value blood clam and mussels represented 30% (M$15M) of total value (M$49.5M), freshwater fish 57% (M$28M),cage culture of marine fin fishes 7% (M$3.4M),and brackishwater pond production 6% (M$2.1M).

      Aquaculture in Malaysia has considerable growth potential. It is projected that 22 000 ha of mangrove will be opened by the year 2000 for shrimp culture. Some 330 000 m2 of protected coastal waters have been identified for cage culture. Some 6500 rafts can considerably expand the present capacity. In freshwater culture about 8000 ha of land and 17 500 ha of mining pools can be developed while 200 000 ha of artificial lakes and impoundments for freshwater fish cage culture are available. Yet such development is not without constraints. Freshwater finfish culture is hampered by lack of good quality broodstock. There is also a limited market for freshwater finfishes. Marine finfish culture is limited by lack of fingerlings and good quality compounded diet to replace trash fish which is deteriorating in quality and quantity. Marine prawn culture is heavily dependent on wild spawners, the supply unpredictable and inadequate. Acid sulfate soil continues to cause the deterioration of brackishwater ponds. Cockles and mussels can be sold to export markets only if they meet specific quality standards.

      Aquaculture development in Singapore

      The trend of fish production in Singapore is towards increasing contribution from marine and brackishwater aquaculture. Aquaculture production in 1986 represented 6.8% of local fish production. It is envisaged that this sector will provide about 37.5% of production by 1995. Freshwater aquaculture will focus mainly on production of ornamental fish. Production from farming of freshwater food fish is not likely to increase significantly.

      Commonly farmed marine finfishes are groupers (Epinephelus tauvina), sea bass (Lates calcarifer), and golden snapper (Lutjanus johni). Crustaceans include prawns (Penaeus merguiensis), crabs (Scylla serrata) and mussels (Perna viridis). Of the freshwater finfishes, the most commonly cultured are the grass, silver and bighead carps, red tilapia (Oreochromis niloticus hybrid), Lampam jawa (Puntius gonionotus), marble goby (Oxyleotrix marmorata) and the snakehead (Channa sp.).

      Aquaculture systems use a combination of floating and shorebased techniques. Earthen ponds are utilized for the culture of freshwater carps, floating netcages for marine finfish, ponds and floating netcages for marine crustaceans, and rope culture for mussels. Some research and development studies conducted presently include maturation studies to solve the problem of inconsistent supply of prawn spawners, experiments or use of dry formulated feed to do away with dependency on trash fish as main feed for grow-out marine finfish, and investigations on diseases of prawns under intensive culture.

      Constraints for large-scale production of finfish seeds lie in the large tank facilities required for producing live feed; for nursery operations, time and manpower required for grading and feeding; for growout systems, disease prevention and control; for prawn production, inconsistent spawner supply; and for mussel production, low consumer demand.

      The species with the highest potential for fanning in Singapore is the banana prawn, Penaeus merguiensis as its culture can be intensified and high yields can be obtained.

      Aquaculture developments in the Philippines with emphasis on tilapias and seaweeds

      Significant developments in the culture of tilapias and seaweeds in the Philippines for 1988-1991 are reviewed. The country was the top producer of the Nile tilapia (Oreochromis niloticus) and red seaweed, Eucheuma sp., in the world during the period. Intensification of cage and pond culture of tilapia in freshwater with artificial feeding was prevalent. The National Tilapia Production Program was launched in 1990 and is being implemented in 26 sites of 12 regions in the country. Culture of sex-inversed tilapias (O. niloticus and O. niloticus x O. mossambicus hybrids) in freshwater cages, brackishwater ponds, and sea cages was pilot-tested for the first time. For seaweeds, studies were made on the culture of other economically-important species such as Gracilaria sp. and Porphyra sp. A trial on the integrated searanching of abalones (Haliotis sp.) and giant clams (Tridacna sp.) with Euchema was also conducted.

      Aquaculture in Malaysia is experiencing rapid growth. Total production in 1992 amounted to 79,699 tons valued at RM 207.4 million. These figures are 23% and 25% higher than the previous year's. Semi-culture of the cockle Anadara granosa was still predominant, contributing about 70% of the total output. Culture and production of the oyster Crassostrea iredalei is still insignificant. Sea bass Lates calcarifer constituted over 80% of the production from marine cages. Cage culture of grouper Epinephelus sp., snapper Lutjanus sp. and pompano Trachinotus blochii were also done in much smaller scale. The mangrove snapper Lutjanus argentimaculatus was recently spawned in captivity and larvae and juveniles were produced. In 1992, the tiger shrimp Penaeus monodon constituted about 87% of brackishwater pond production. Pond culture of the white shrimp P. merguiensis and the mudcrab Scylla sp. is at the experimental stage. Red tilapia hybrid was the major freshwater species cultured in cages, with 1,486 tons harvested in 1992. Freshwater pond production was valued at RM 100.85 million, 22% of which was due to the eel Anguilla japonica. Production of freshwater ornamental fishes is also becoming significant. Other exotic species recently bred and cultured are the African catfish Clarias gariepinus and the pacu Piaractus brachypomus. The indigenous freshwater catfish Mystus nemurus and carp Probarbus julleini have recently been bred in captivity and cultured experimentally. Lately, there have been attempts to culture non-conventional species such as the bullfrog Rana catesbeiana, the soft-shell turtle Trionyx sinensis, and aquatic ornamental plants.

      Aquaculture is regarded as the most promising source of protein food in the years ahead. Milkfish and Nile tilapia are the major fishes now produced but groupers, sea bass, rabbitfish, red snappers, carps, and catfishes are grown by some farmers. The tiger shrimp is still the most important cultured crustacean, but white shrimps and mudcrabs also have great potential. Oysters and mussels are produced in considerable amounts. Mariculture of the seaweed Eucheuma is now a well established industry, and the pond culture of Gracilaria for agar extraction is beginning to take off.

      Aquaculture in Vietnam has gained momentum and now produces 370,000 tons of various aquatic commodities. Aquaculture includes shrimp culture in the Mekong Delta; fish culture in cages in rivers, reservoirs, and coastal waters; fish culture in ponds and lakes; mollusk culture in the northern provinces, culture of soft-shell turtle in some provinces, culture of the seaweed Gracilaria. In north and central Vietnam, aquaculture has increased the protein supply, the foreign exchange earnings, employment opportunities, and the living conditions of the people. Vietnam aims to develop aquaculture to produce more than 600,000 tons of aquatic products by the year 2000.

      Aquaculture of the mangrove red snapper

      Mangrove red snapper (Lutjanus argentimaculatus) is an important marketable species throughout the Indo-Pacific region. It is a euryhaline species; it can tolerate freshwater, brackishwater and marine water. Modular culture is the common system in snapper production in the Philippines. Stocking density is 4,000 fry per cropping; there could be 2 croppings per year. Brief details are given of investment costs and returns for culture in brackishwater pens.

      Aquasilviculture trials in mangroves in Aklan province, Panay Island, central Philippines

      To integrate production of crabs and shrimp with mangrove conservation, the SEAFDEC Aquaculture Department initiated studies on Mangrove-Friendly Aquaculture (MFA). Culture pens and ponds in old growth and newly regenerating mangrove sites in Aklan, central Philippines were stocked with mudcrab Scylla olivacea/S. tranquebarica. Investments costs, survival and production, and cost-return analysis for mudcrab culture in pens and ponds are reported in the paper.

      Aside from the aquasilviculture trials in collaboration with local government units, other activities in the Aklan mangrove sites are the survey and mapping of the 75-ha area in Ibajay, construction of a treehouse, and the educational use as field site by Coastal Resources Management trainees (of SEAFDEC-AQD) and field biology students (of the University of the Philippines in the Visayas).

      A brief account of the experience of Sabah Fisheries Department in fish larval rearing

      Venturing into the aquaculture sector especially in pond and cage culture is a step that has been taken up by entrepreneurs and traditional fishermen of Sabah. However, shortage in the supply of fish fry is a stumbling block to the progress of the industry.

      The Sabah Fisheries Department has taken steps to overcome this problem by setting up a hatchery with the objectives to transfer know-how on hatchery technologies to the private sector besides producing fry for distribution.

      The Tanjong Badak multi-species hatchery is a newly established hatchery, completed in mid-1990. The species reared for production purposes are tiger shrimp and finfish which include red snapper, grouper, sea bass and polkadot grouper. The Department has not close to producing sea bass fry. Shrimp fry at juvenile stages (PL 40) are distributed as subsidies to local fish farmers while some are reared at the Department's various cage and pond culture projects. Limited success in producing grouper and red snapper fry have been achieved to date. The incidence of very low fertilization rates of eggs coupled with low survival rates are major problems facing the hatchery.

      In conclusion, the Sabah Fisheries Department's experience in fish larval rearing is still limited. Greater scientific research and studies need to be carried out to improve further the performance of the hatchery to achieve the target of fry sufficiency for the aquaculture industry.

      Broodstock management and seed production of milkfish

      Milkfish (Chanos chanos Forsskal) remains one of the cheapest sources of protein for developing countries in Southeast Asia, particularly in the Philippines. The unpredictable supply of wild fry, the only source of seed for the milkfish farmer, contributed largely to the slow growth of the milkfish industry. Research on the artificial propagation of this fish was, therefore, given emphasis.

      Major research achievements in milkfish breeding of the SEAFDEC Aquaculture Department in the last decade include: (1) successful induced spawning of wild and captive breeders using gonadotropin preparations and gonadotropin-releasing hormone analogues (GnRHa); (2) spontaneous maturation and spawning of captive breeders; (3) completion of the life cycle of milkfish in captivity; (4) development of a simple egg-collecting method; and (5) development of techniques for mass production of milkfish fry.

      Information on fry ecology and behavior, larval morphology and physiology were also gathered. These published data constitute the bulk of current knowledge on milkfish biology and natural history.

      Milkfish breeding technology is currently being pilot-tested in several breeding sites of the Bureau of Fisheries and Aquatic Resources (BFAR). Spontaneous maturation and spawning of milkfish have been verified in four sites which differ in environmental characteristics. The economic feasibility of producing milkfish fry and the socio-economic impact of artificial propagation of milkfish are now being assessed.

      Research on the maturation of Penaeus monodon at AQD has focused on three broad areas, namely, reproductive biology and ecology, induced maturation and broodstock management. Studies on reproductive biology provided information on the life cycle, ovarian maturation stages, courtship and mating behavior, minimum size at sexual maturation (sperm occurrence, first spawning), and morphological egg types. Induced maturation has mainly been done through the eyestalk ablation method. Nutritional and environmental parameters were studied to enhance reproductive performance or as an alternative to ablation. Pond-reared and wild broodstock sources and marine pen and land-based tanks as maturation systems were also tested and compared. Size, shape, color, substrate material and other aspects of tank design and construction, sex ratio, stocking density, water management, and other parameters of the management system were also studied and refined.

      Early techniques in larval and postlarval rearing of P. monodon at AQD were based on the community culture method of growing natural food in larval tanks. However, low and inconsistent survival led to a shift in rearing methods toward pure phytoplankton culture grown in separate tanks as food for the larvae. Henceforth, refinement of rearing methods have been conducted to improve larval survival through effective water management, nutrition, and disease control. Efforts are continuously being geared toward making the technology affordable to Filipino farmers.

Spontaneous gonadal maturation and rematuration of carp broodstock occurred within 2-2.5 years with average weight of 3-4 kg. Under lake conditions, broodstock were not given supplemental feeds. Induced spawning of gravid females was done by intraperitoneal injections using HCG combined with either common carp pituitary homogenates or LHRH-A. Stripping and dry-fertilization of eggs were done 6-8 hr after the final injection. Eggs were incubated in water containing 300-500 ppm Total Hardness. Fertilization and hatching rates were 23-88% and 7-36%, respectively. Post-larval carps were reared in tanks and fine-meshed nylon net cages installed in manured ponds. Tank-reared post-larvae were fed with Brachionus plicatilis and subsequently with Moina macrocopa in combination with powered formulated feeds containing 40% crude protein. Fry were harvested and stocked in nursery cages after 30-45 days of rearing in tanks.

      Four-month old 50-100 g tilapia (Oreochromis niloticus) stocked in hapa net cages, tanks or ponds were used for breeding. Egg and fry production was significantly high at 4 females/m2 stocking density Different sex ratios, however, did not affect fry production. Spawning frequency and total growth of broodstock was highest in fry fed formulated diets containing 50% crude protein. Harvesting of fry was done every 15 days during summer months and every 21 days during cold months. Fry were reared in tanks and hapa cages and fed diets containing 35% crude protein. Supplemental feeding in the lake was suspended when productivity reached 3 gC/m2 /day.

      The aquaculture industry in Brunei Darussalam consists of cage culture of marine fishes and pond culture of freshwater and marine shrimps. The government has established various facilities to promote, facilitate and sustain the development of the industry so it can play a vital role in achieving the overall food production target and diversification of the country s food supply. The development of technology on marine fish seed production and culture of high commercial-value marine fish species, especially the green and red grouper are one of the priorities of the Department of Fisheries (DoF). Moreover, the development of potential species for export and improvement of aquaculture facilities will also be given due attention. The country is now focusing on the following: (1) production not only of marine fishes but also of freshwater and ornamental fishes since most of these are imported from the neighboring countries; (2) commercial production of specific pathogen free (SPF) Litopenaeus stylirostris; and (3) development of off-shore cage culture industry.
