Social preparations towards community-based approach to stock enhancement in Sagay Marine Reserve, Philippines

Stock enhancement involves a set of management approaches which include the release of hatchery-produced aquatic organisms to enhance or restore fisheries. Stock enhancement of various species has a long history in developed countries and it showed that releases have the potential to yield substantial benefits for various fishery stakeholders. While the biological objectives of stock enhancement were often successfully achieved in most of these enhancement initiatives, some results showed that actual social gains in terms of yields, distribution of benefits and institutional sustainability are often inconclusive. The high cost of stocking accrues to the government which means these are supported by public funds. Meanwhile, benefits are dissipated across various stakeholders, some of them did not at all contribute and participate in the stocking program. In such government-initiated and publicly-funded stock enhancement programs, the lack of sense of stewardship among direct fishery stakeholders was observed to have contributed to a vicious cycle of excessive extraction of fishery resources for individual economic benefits. Developing countries such as the Philippines would be confronted by budgetary limitations if it has to adopt the stocking strategies applied in developed countries. Thus, with reference to the success of co-management approaches for managing fishery resources in the Philippines, a community-based strategy for enhancement of fishery stocks was explored. SEAFDEC/AQD, with support from the Government of Japan Trust Fund, initiated a community-based approach to stock enhancement in Molocaboc, an island barangay or village within the Sagay Marine Reserve (SMR). The initiative aims to ensure that its goals and strategies are within the social milieu of local stakeholders, i.e. fisherfolks are without financial assets to contribute or pay for the enhancement of the fishery and stock enhancement is often not a priority approach to address fishery resource depletion for most local governments. However, the social assets of fishing communities could be explored to implement stock enhancement. This paper describes the social preparation executed from 2007 to 2011 in order to orient a fishing community such as Molocaboc towards a successful enhancement of overfished species. Initially, the project focused on donkey s ear abalone Haliotis asinina to provide an example for other species. Abalone or kapinan in the vernacular is one of the over-extracted fishery resources in Sagay City. It is one of the high-priced catch among fishers in coastal communities in the Philippines. High buying prices compared with other fish catch motivated small-scale fishers to target abalones and caused its overfishing.

Coastal fisheries and mollusk and seaweed culture in Southeast Asia: Integrated planning and precautions JW McManus - In TU Bagarinao & EEC Flores (Eds.), Towards sustainable aquaculture in Southeast Asia and Japan: Proceedings of the Seminar-Workshop on Aquaculture Development in Southeast Asia, Iloilo City, Philippines, 26-28 July, 1994, 1995 - Aquaculture Department, Southeast Asian Fisheries Development CenterCapture fisheries in Southeast Asia are characterized by rampant overfishing, made worse in many areas by problems of overpopulation and by inappropriate management strategies based on misconceptions about tropical fisheries. Mollusk culture and seaweed culture are frequently cited as means to alleviate fishing pressure and to provide substitute protein. There is great potential for expansion of these types of mariculture in terms of area used, species employed, and products generated. However, large-scale mariculture rarely provides significant employment, and the provision of low-cost protein in markets does not alleviate poverty in countries where food production is the primary means of employment. In cases where conflicts have arisen between mariculture development and ecosystem maintenance, mariculture has been favored by inappropriate economic valuations. Small-scale mariculture designed to provide alternative livelihood for fishers is worth developing, although limited by larval supplies and suitable farming areas. Mariculture should be approached as a species-diverse, small-scale enterprise within the framework of integrated coastal management.
Community fishery resources management on Malalison Island, Philippines: R & D framework, interventions, and policy implications In 1991, the Aquaculture Department of the Southeast Asian Fisheries Development Center launched a community-based fishery resources management project on Malalison Island, in central Philippines, to help conserve the country's marine resources and to help the fisherfolk rise above their poverty. The eight-year project integrated various disciplines in biology, economics, sociology, public administration, and engineering in its study of fishery resources and fishing communities and in evolving intervention strategies for resource conservation and management, and for community development. The project's most important accomplishment was the inculcation among the fisherfolk of the importance of resource conservation and management. The most important lesson learned was that an enlightened and empowered fisherfolk could be effective managers and responsible users of fishery resources.
The fish processing industry in Central Luzon and the processors' assessment of the extension program of the Department of Agriculture MS Morata - In T Bagarinao (Ed.), Research Output of the Fisheries Sector Program, 2007 - Bureau of Agricultural Research, Department of AgricultureA survey was done in 1992 of 242 fish processors in Region III or Central Luzon: 57 in Bataan, 39 in Bulacan, 24 in Nueva Ecija, 45 in Pampanga, 41 in Tarlac, and 36 in Zambales. The fish processors were engaged in three major fish processing enterprises: fish smoking (52%), fish drying (17%), and fish fermentation (31%). The products were smoked fish ‘tinapa’, dried fish ‘daeng’, fish paste ‘bagoong’, rice-fish paste ‘buro’, and fish sauce ‘patis’. Most of the processors in Zambales, Bataan, and Bulacan produced bagoong; ‘buro’ was produced only in Pampanga. Of the processors, 105 were small-scale operators, most of them in Pampanga, Bataan, and Bulacan, who had average capital of P11,000, worked an average of 3 days a week, and processed an average of 5,000 kg of fish a year. The 90 medium-scale processors had average capital of P20,000 and handled between 5,000 and 20,000 kg of fish a year, 5 days a week. The 47 large-scale processors, mostly in Zambales, Bataan, and Tarlac, invested an average of P94,000, and handled more than 20,000 kg of fish a year, seven days a week. The 242 fish processors in Region III in 1992 employed 501 people, 47% of them family members. The total production of processed fish products was about 73,000 kg a month, including about 21,511 kg ‘tinapa’, 4,790 kg ‘daeng’, and 46,634 kg ‘bagoong’. Processors in Zambales fermented the most fish, about 23,000 kg/month, followed by those in Bulacan. Among those in fish smoking, Bataan processors produced the biggest volume of 5,900 kg/month. Fish drying was done only in Bataan and Bulacan, and Bataan processors produced about 2,800 kg/month. The fish processors in Region III sold their produce three ways: wholesale, retail, and contract buying. They followed a simple marketing plan, using outlets in nearby towns and cities, including Metro Manila. For six months of operation, the cost was lowest in fish smoking and highest in fish drying. Gross sales was also lowest in fish smoking, but highest in ‘bagoong’-making. Net profit was lowest in fish smoking and highest in ‘bagoong’-making. Return on investment was 38% in fish smoking, 41% in ‘bagoong’-making, but only 19% in fish drying. More than one-half of the processors earned incomes of P20,000–35,000 a month, one-fifth earned less, but one-fourth earned more. Fish processors in Region III in 1992 were on average 46 years old; nearly 80% were 26–55 years old and only two were younger than 26 years. There were more women than men in fish processing, particularly in Bataan, and about 93% were married. The respondents had formal education, but 60% did not go beyond elementary school. The respondents had considerable experience in fish processing, 60% of them having been in the business for 5–20 years, and 19% of them for even longer. Many reported household expenditures of P1,000–3,000 a month, but some also as high as P6,000–7,000 a month. The processors owned household appliances and furniture, and a few owned motorized boats. The Department of Agriculture provided extension services and credit to fish processors in Region III. Services included technical assistance, direct consultation, field visits, lectures, demonstrations, training, seminar, and preparation of feasibility study when availing of loans. Most fish processors in Bulacan considered extension services important, but most of those in Nueva Ecija were indifferent to extension services, apparently because they already had the needed knowledge and skills. In Pampanga, the older processors and those with greater investment considered extension services very important. In Zambales, processors with more experience required less extension services. In Bataan, gender, education level, investment, civil status, and income significantly influenced the processors’ assessment of the importance of extension services and the extent of their participation in the government’s extension program. Women considered it very important to avail of extension services, especially those who were married and those with little formal education.
